The TOEFL is an English language test and it is NOT a "certification for IT" exam. There are many different fields in IT and for each there is a certain exam that you have to pass to be awarded a certificate. And I am not sure what you mean by "the best" since there are many fields and for each sub-category or job function you can earn a certificate by completing the Exam.
Some of the valuable certifications are A+, MSCE (there are many different exams for Network, Database, Software development, etc.), Linux Red Hat. These certifications are quite valuable to be added on to your resume depending on your major or career concentration.
Some technical institutions offer A+ exams. Most MSCE exams are offered at Microsoft.com. Other exams specifically for the field concentration are usually offered directly from the company depending on what certification you want to get. You'll have the option to go to a class to learn/review about the topic before taking the exam OR you can register to take the exam alone. The typical fee for a course would range from $1000 and up, and the exam fee is usually $300 and up. Both fees vary differently among companies or institutions.
You do not need to pass the TOEFL or any English equivalent exams to take these technical exams. However, these exams are usually not offered in any other language other than English. Therefore you should be somewhat familiar with the technical terms and the English language to be comfortably sitting in the exam. Typical MSCE exams include both verbal and practical questions. After passing the exam, you'll be awarded a certificate of accomplishment as a professional in the subject being tested. Remember that the certification is NOT a degree.
If you want to study abroad in higher education (i.e. Master or PhD), you must pass either TOEFL or IELTS and submit the score to the graduate school of your choosing along with your application as well as other required documents for the specific school.

Thankyou Mrs iPropose, I heard someone said that "TOEFL are more familier to US English than UK English". Is this true?

From what I know, yes, TOEFL is a test to evaluates the understanding of standard American English, whereas the IELTS is on "International" which is more widely acceptable in European and Australian colleges.
