    Default Meaning of Phrase ?

    Please help me clarify the phrase "at-line" in the following sentence:

    Tests can be conducted by personnel of any skill level and can be used both at-line and in the laboratory.

    Hmm... Interesting. I have never heard (or seen) "at-line". I've tried to google it and nothing shows up. I've tried all the dictionaries but to no avail. I've searched for it as an idiom and it doesn't exist. I can't even guess (precisely) what the sentence is trying to say. I can only chalk it up to an error while attempting the "word-for-word" translation to English? Could someone mean "trong hàng"?
    Could they mean "in line". Please note "in line" is not hyphenated.
